State Regulations
Regulations have the force and effect of law but are not enacted like legislation. Instead, they are promulgated by a state agency, giving the public an opportunity to comment on the proposed regulations during the drafting process. They are then submitted to the General Assembly for review.
A regulation becomes effective either by the General Assembly enacting a Joint Resolution approving the regulation or automatically by the passing of 120 calendar days from the day it is submitted for legislative review.
